Try walking on your tiptoes all the time. It's hard to get used to, but if you do, you'll have some monster calves. When I learned to walk, I always walked on my tiptoes, and I've been doing it all my life. Now that I am 15, my calves are bigger than about 98% of grown mens calves, fat peoples calves, etc. and it is ALL muscle. I am very fast because of my leg muscles. When I say walk on your tiptoes, you don't stand like you are too short for an amusement park ride and trying to make yourself 6 inches taller, but walk to where the heels of your feet do not touch the ground, being elevated 1 to 2 inches from the ground.
I guarantee that my suggestion will work.

You can built zebra mussels on your legs if you swim all the time in Lake Erie. But to build muscles in your calves probably the seated calf raises and follow each session with good stretching.

you realize muscle in you legs and calves gives you more speed, so why would you ask how to build muscle without losing speed. More muscle equals more speed. Tiptoes are good for calves and squats are good for legs.
