Turn off all the firewalls on both the computers and try it... its usually the firewalls that block access...both the windows firewall if you have antivirus software installed, they usually come with some firewall of their own, so disable them too.. all the best...

Firewalls can block them.
Routers can be set to block incoming pings. This would account for it working one way and not another.
Ping requires a program on the PC to respond. It's possible that the program was missing or turned of on one of the PCs.

Mine did same thing. Windows firewall was the culprit.
