So long as it support the frequency. Quad-Band phones do. The different frequencies are 800Mhz 900Mhz 1800Mhz 1900Mhz.
The US uses 800 and 1900
UK uses 900 and 1800 and 3G 2100
So your best bet is to get a quad band phone, they are usually labeled "Quad-band" or "world phone"

Yes, it works in most countries of the world. UK has very good coverage of GSM.
