Please add some additional information to help us help you. Tank size, tank mates and the type of fish that is having the problem would be a good place to start. Ammonia and nitrate levels is also good along with anything else you can see about the fish in question. Discolorations, strange behavior etc.

Go to Petsmart or Pet Co with a water sample from the tank and have them test it. (It's free) they'll let you know if anything is to high/low that could be endangering your fish and in turn causing the scale problem. Good luck

If you have multiple fish, there might be a chance that another fish is eating it's scales off. (I know it sounds weird, but it's true). If not, try to change the fish water more regularly. Sometimes toxins or contamination can do that.

Possibly get a bigger tank or girl fish to hang out with an play around....... if u know what i mean

Fish, tankmates, size of tank?

Possibly a disease.
