How do you Determine a person that is inpowering a race for Jealousy or Hate?

While trying to uplift their "race", they ACT jealous or hateful. This usually involved slurs, hateful remarks, false accusations, twisting up facts, emotional outbursts, cries for attention, the usual stuff.
