From the libertarian perspective, the government has no role in social research whatsoever. If fact, the 4th amendment guarantees the right to privacy, which I believe means the government does not have the right to collect data on it's citizens to be used for any reason. The only data the government has the right to collect, is census data and that is only to be used for the purposes of enumeration for congressional districting. Unfortunately, the government does run social research programs, and uses it's findings to implement behavior modification programs in our schools and work places.

If the government has any role in social research, it is probably to further its own agenda, by using the findings of such research to devise ever more Machiavellian methods of convincing the average American that the American Nightmare is, in fact, the American Dream, and that therefore people should simply remain obedient little wage slaves and pay their taxes and keep going to malls and eating fast food and not worry about the fact that this country never signed on to the Kyoto agreement, still doesn't have nationalized health care and is hated by most other countries in the world at this point due to the depraved acts of a sociopathic president and his equally disturbed henchmen who have, for the past seven years, brought all the war mongering, environment trashing yahoos (no offense Yahoo!) out of the woodwork and breathed new life into the concept of the "Ugly American".

They have no role. But they do have a big role in social engineering which is what they are up to now.
