and its because sometimes that can inhibit a child's learning. like, once i heard about this girl who lived with her mother who had a mental illness and also couldnt talk. she wasnt allowed outside the house and never learned how to speak until after her mother died because she wasnt around people who could talk....

If the parents' mental illness are interferring with their ability to care for their child, then the state removes the child from their home in order to protect them form any harm or neglect. Though it can cause a lot of heartache for all involved, it is in the child's best interest to be placed under the care of someone who is physically and emotionaly able to care for him or her. Some parents do regain custody of their child after undergoing successful treatment of their mental illness.

I did not know that they automatically did that.
If the child is in danger (which is a high possibility if the state is aware of the mental illness) then the state SHOULD take the child away until the parents can get help.

Because the goal is always the best interests of the child.
If a parent has a mental illness, such that they cannot properly take care of the child, then the child's best interests are to put the child in the custody of someone who can and will.

Because they (parents) are evaluated and determined (or not) by the courts as to whether they can be or are capable of caring for and raising the child. If it's in the best interest to have the courts remove the child for various reasons for the health and care of the child then the child is removed.
