When i try to go to task manager by hitting the ctrl/alt/delete keys on the keyboard its just says disabled by administration, yet i never disabled it.. i can't find a way to fix it.

there is a group policy imposed on your windows account... usually in organizations, network administrators have group policies that need to be implemented on to every computer. They set these policies on a server and assign it to your user account. Then when you login to your windows account, by entering the username and password, the policy will be applied to your user profile. you cant get rid of this policy until you are on a domain (client-server environment) account....

If you are not in an domain or if you are at home then you can edit this group policy by going to start - run - gpedit.msc and finding the user configuration - Administrative templates - windows components - and changing the "Prevent Access To Taskbar and Start Menu Settings... All the best...
