Being a former Minor Leaguer I think I can answer this question.

You can tape a bat anyway you want to, the only rule is that the baseball bat cannot have any foreign material past the half way point of the bat, usually there is a line marked by paint. Most hitters prefer not to use any tape, they use some type of stick'em. Pine tar or something of the sort.

Use no more than two layers, no further down the barrel than eighteen inches. You can use a crisscross, or overlap as you wish. Can't tape knob, or eliminate the 90 deg angle at the knob. You can not use a "slick" tape (electrical, duct tape etc.).
