There are allsorts of free hosting. Freewebs and Yahoo are just 2. Your best bet is to search for free webhosting. Look at the options then choose one.

There are many websites that offer you to be able to create your own free website (usually your website will contain adds though). You can go to freewebs, geocities, angelfire lycos, etc.

Depends if you are going to sell something it is better to pay for hosting services. You get to build it your way, you access to to merchant accounts for taking credit cards to pay for whatever it is that you are selling, standard submission of your site to the search engines for free. Usual for now is 10Gig of space for your site and usually a couple of hundred email address'.
On the other hand if all you are doing is making a personal site then one of many that keeps cropping up myspace.
