Violence is the rapid decline in the ethical thinking in modern culture so I agree - yes.

A meme is a culturally transmitted idea, violence is behaviour (reaction to frustration, with a genetic basis (hunting for food, self defence).
However, I think the type of violence, and the level of violence in a society can be transmitted via popular culture and the media.
e.g. solving problems by violence, reacting to the level or reported violence by carrying weapons and so on.

There is an element of genetics in violence, but it is largely culture based.
