That would most likely be an international code. Area codes in the US start with 200. Here in the US, dialing "I" as a first digit signals that the call is outside the local area.

that's not a country code either. The closest I found is that 1* is the country code for the US and Canada.

I get a call from just 181 that shows in my caller id why ? there are no other digits, and message is just background noise
