I think in the whole movie Chocolat with Johnny Depp and Juliette Binoche is a very romantic movie, there are some great one-liners and the chemistry btwn them is amazing. But the most romantic scenes in this movie are when she presents him with the chocolate that she thinks is his favourite. Also, when she goes to his boat and he plays for her on his mandolin or guitar - at the moment i can't remember which one - but it's very romantic.

I have to pick ONE?
In most of these, the fine screenplay draws us into a rich, well-paced story, one into which we can invest our hope, our emotional energy. When the climax of the romance occurs, it's a satisfying emotional and spiritual release.
My favorites:
The Apartment (1960)
C.C. Baxter: You hear what I said, Miss Kubelik? I absolutely adore you.
Fran Kubelik: Shut up and deal.
The Big Country (1958). It's wordless, near the end of the movie, when Gregory Peck looks over at the woman he loves, and he experiences the revelation of her love, as she silently returns his gaze, so true.
To Have and Have Not (1944) The romance is all the more electrifying, because Humphrey Bogart (Steve) and Lauren Bacall (Slim) fell in love while filming the movie. And it shows!
Slim (after sitting in Steve's lap): You know Steve, you're not very hard to figure, only at times. Sometimes I know exactly what you're going to say. Most of the time. The other times... the other times, you're just a stinker.
[Slim kisses Steve]
Steve: What did you do that for?
Slim: I've been wondering if I'd like it.
Steve: What's the decision?
Slim: I don't know yet.
[They kiss again]
Slim: It's even better when you help.

The Best Years of Our Lives (1946) Wilma Cameron is steadfast in her love of depressed Homer Parrish (Oscar winning Harold Russell), regardless of what's happened to him.
It's a Wonderful Life (1946) George Bailey wins Mary Hatch
The Notebook (2004)
When he climbs the Ferris wheel
When they lie down in the street together, dreamy
When they kiss in the rain
When she recognizes the man who's reading to her, and the revelation of the gift of love she's given him in her writing.
From Here to Eternity (1953) Sgt. Warden (Burt Lancaster) and Karen Holmes (Deborah Kerr) have that memorable kiss on the beach
Cinema Paradiso (new, 170-minute version, 2002)
He vows to wait for her, 100 consecutive nights in front of her door, and finally wins.

Two come to mind. One is in ' Bruce Almighty ' when, after a life time of Bruce only thinking about himself, ( and God basically ignoring all his selfish prayers ) finally sees the beauty in his ex-girlfriend Grace, and asks God not to give Bruce what he wants, but to give Grace someone who can see her beauty the way God does. The other is from ' It's A Wonderful Life ' when George comes home to Mary on their wedding night, to find that she turned the old dump of the abandoned house into their home.

or . . .
the scene between Bill and The Bride on the porch of the wedding chapel in "Kill Bill vol.2"
I'd probably have to give this one to "Casablanca", as Bill spoils the romantic mood five minutes later by shooting everyone in the wedding chapel . . . but it's still a great scene.
