Whoa whoa whoa whoa, WHAT? That is a running joke amongst people who don't particularly care for him. It's a crude tactic used to paint a picture of a man that they believe never deserved or earned the position of President of America without needing to go into detail with pesky little things like words, or logic. That isn't a serious thing now is it? When did they start really calling him that? I've been asleep on this one. I mean I don't the dude, but damn! That's a little extreme whether ya like him or not!

The point is being made as a political jibe against Bush's Unitary Executive theory, which basically says that the President (as Chief Executive) is not bound by federal law and not bound by the actions of Congress or the holdings of the Supreme Court. The Unitary Executive theory says the President has unfettered power to act in any manner he sees fit.

That is exactly the type of abuse of power by British monarchy that prompted the American Revolution in the first place.
