Do illustrations of naked children count as child pornography when drawn in a sexual or erotic way?

Seriously, I'm not drawing them. I found them by accident and was set on reporting them. I just want to know what the laws are on it? I hope to God this is illegal!

pretty sure is ilegal in the states, don't know if that's ilegal in some asian countries.
