yes, animals masturbate
male deer use thier horns and rub them on the ground until they ejac, and dogs lick themselves all the time
most other animals do it too, as far as oral, dogs lick eachother all the time but i dont think its sexual

Yes. Many animals have been observed to masturbate. Monkeys are the first that come to mind, being as they can very easily access their genitals with their hands, but I've seen mention of deer and elk masturbating by rubbing themselves against tree branches and so on. I'm sure there are other animals who do so as well.
I've never heard of any animals giving oral pleasure to their mates, but I also haven't studied or looked it up, either.

Animals in zoos are often seen to masturbate, probably because they have nothing else to do. Animals in the wild may do it too, but probably not as much. Many odd things about human behavior can also be seen in animals in zoos, probably because animals in zoos, like people in cities, have a ready supply of the basics of survival so they don't have to worry about that, however, they are stressed by boredom and confinement. I read a book about that a while back, called "The Human Zoo" Don't remember the author's name but it was pretty interesting.

Chimps have been known to. I saw 2 monkies on a base out west doing it. It was pretty sick but hilarious.
All things said I think I could go the rest of my life without ever asking that....

I've watched dogs lick themselves till they ejaculate, and then completely lick themselves clean. I really don't think they were doing it because they were hungry.
