Unfortunately, eduaction in germany isn't free anymore. There are tuition for Universities also.
But I do think that it's still not as expensive than in other countries. You should check different universities here in germany to find out what the costs are.
The german students are not very happy about the tuition-thing at all. I think over the next years tuition will increase.

Depends on what you call expensive. Since last semester depending on the university you have to pay up to 500.- Euros per semester. Not too bad compared to other places. Another thing is money for housing and food. It is cheaper than the U.S. or Switzerland e.g., especially if you go to a small college, but if you're from a different country you might find Germany kinda expensive....
