are your breasts supposed to always be tender, even if your not pregnant and not on your period?

Yes, it's absolutely normal and nothing to worry about. It's just your hormones.
I'd keep an eye on it, though - if it starts taking a turn for the worst or it changes in shape, or has any LUMPS, then see your doctor as soon as for tests.
