I'm a little confused as to why you're trying to keep this in an aquarium. The lizard's tail I'm familiar with (see photo: http://www.wacopondsociety.com/bog10.htm) is an outdoor pond plant that will grow 2-3 feet tall.

You would need to have very good lighting to grow one indoors, and since it will grow up and out of your tank, your lighting would have to be well above your tank. These aren't an underwater plant - they are an emergent (have their roots growing in wet soil, but leaves must be out of the water).

If someone sold you this as an aquarium plant, it will, indeed, be very difficult to care for in that type of environment. Outdoors, they will do quite well - I have them around one of my backyard ponds.

With any aquarium plant it needs the basics:
1)The right light. The bulb you have may have been provided with the tank when you bought it and may not put out the proper spectrum to support good plant growth. Consider buying a bulb that supports plant growth.
2) The right minerals. What kind of substrate (gravel) do you have? The roots of the plant will absorb minerals from the substrate and water. You may want to think about adding "plant food" drops or adding a handful of laterite( a clay gravel that releases minerals over time) to the gravel you already have.
3) The right water. Keep your pH in check. Sometimes the pH can be too high and "lock" the minerals from being absorbed by the plant. Test your water and make sure the pH is okay.
Good luck!

It should be fine but if i wre you I would get a bigger light if you really care about your plant. But if not take good care of it.Hope this helps.
