Most power supplies have a 110/220Volt switch near the mains socket and typically 400W these days so thats 4A at 110Volt and 2A at 220Volt. Some are very nice and have a wide range input 110-240 Volt and most Laptops are wide range unless they are quite old. Laptops are engineered to consume less power but can still end up at 250W

your power requirements is based on the system specks. a stripped down system with minimal periferals would run on 300 to 330 watts. that was the standard in the 1990's. with more addons and ports to work with the normal now is more in the 500+ watt range. this is the TOTAL wattage for your systems. there is a breakdown according to parts in your system. each lead carries a very specific pover level according to what it is powering. for instance a CD/DVD rom would need more power than a floppy drive. a CPU also has different power requirements according to the chips performance. voltage wise your computer is only running on a couple of volts, literaly. no conector in your computer runs over 12 volts. if you hit you motherboard with a 30 volt charge you could damage it. if you can hear the static "pop" when you touch the computer you probably just fried the whole thing as static charges can exceed 10,000 volts.

Color Monitor 75-150 Watts
Fax Machine 105 Watts

...It depends on your machine and how old it is etc.
