There are lot's of free online rpg's out there like
Flyff, Conquer Online, Space Cowboys, Kal Online, Khan, Ran, Maple Story, MU Online and more. The problem is I dunno if I can really say they are safe for your daughter because you really can't tell what kind of people she will meet there. I guess it's up to you to what you will let her play, and it's up to her to know what right an what is wrong. Good luck and hope she will have fun.
