permanent employment in vancouver, bc?

Question

Im a secondmate graduated from john b. lacson phils. with 8 yrs. experience in various types of vessels( nyk and hyundai pctc, grimaldi roro, container and gen. cargo). The transport canada advises Im qualified as bridge watchman. How and where I can get a permanent job?, willing to retake/ retraining of my previous certificates .am six months now as an immigrant. all answers deeply appreciated.
