Soulmates aren't necessarily meant to be together romantically.
My husband is the perfect man for me in every imaginable way. We share the same beliefs, values, etc.
But I've always thought my soulmate was one of my girl friends. She's my Gayle King.

There could be lots of reasons.
For instance, if your soulmate is with someone else, and you decide that it would be wrong to break them up.
Or if you and your soulmate want to pursue careers in different places and that matters to you more than your relationship.
Or if it is emotionally destructive to be with your soulmate and, as much as you love them, you know it isn't good for you.
Or perhaps the two of you just aren't really soulmates...

Caution.... Movie spoiler!!!
In the movie Bridges of Madison County, the two characters meet when the woman is already married. Although the male protaganist truly is her soulmate, she loves her husband and in the end, stays with him so as to not ruin her family while the love of her life goes off into the distance. It's so sad.
There are many other reasons why they would chose not to go with their soulmate. But I think that film is a good example.

Is it possible that this person doesn't share the same feelings? Maybe he/she didn't feel the other was their soul mate or wasn't sure. If they are truly soul mates they'll probably be together eventually.

Your question assumes the term "soul mate" refers to something real and quantifiable. Can you define "soul mate"?
The reasons one might choose not to be with someone for whom they have deep loving feelings might include,
That person cheats on them
That person doesn't support their goals in life
That person is already married
That other person doesn't love them back
The other person doesn't pull his or her weight in the relationship. (E.g. he or she doesn't work either at home or in a paying job, doesn't help care for the kids, etc.)
The person is abusive.
