Just plaster it with cement

I have an old house with a foundation about 3 feet high and wood siding. I had this whole house including the foundation "coated" with a life time guaranteed process for about $1000. That was 7 years ago, never ever need to paint anything again on this house including the foundation and lap siding and windows too. That stuff is tough as nails and last forever.

Nothing cheap out there. I figured this is cheap because i used to paint every other year. And pealing and discoloration was a problem before i got this "coating"

once it painted your kind of stuck there are several way,s do do it but they could get expensive may be your are not using the wright paint ? ( idea) see if you can rent a small sand blaster (home depot) clean and let it go ,and plant around

put in foundation plantings of shrubs that will conceal the foundation's peeling a cracking paint

There are several types of sealers available. Call some concrete outlets and ask them what's best for your area.

You could use strips of white lattice.
