Make it harder to report people. Less points taken for asking a Q. Have Yahoo actually check out a report before sending out a violation. Make this one section "adult" content.
As far as the people, ban people that have no purpose here except to report others. I think most everyone else is cool.

The rules. Why are there rules anyway? And why do people think its fun to report people for violations? Don't they have anything better to do? I have thought it would be interesting to have a sister site to answers that is exactly the same but with no rules. Like, you don't even have to ask a question. I also think that questions should be easier to find for a longer period of time. Because after about 4 minutes, you're not really going to get many more answers to your question because no one is seeing it at the top of the list. I don't have any idea how to address that one though. I'd also change to color of the screen. Maybe to blue or several different rainbow colors or something. I'm just not a green fan.

I would require questioners to use proper punctuation , capitalization, and spelling. It would make reading their questions much easier, and the meaning would come through much easier.
It's often difficult to understand just what is wanted. In addition, the practice would be good for the questioner. You never know when it might be to your great advantage to be able to make a great resume or report. Habits are hard to break - - - good ones or bad ones.

I'd bring back the thumbs up thumbs down for the questions and I would make it so that only those on level 3 or higher could report people.

The people who do the snitching can only do a couple per day instead of all day. They should also be forbidden to get on Y/A until they got a sense of humor.

I wouldnt censor it, and I would make it so that the person that asked the question can also reply on the question page to the user's answers , not just in the more details section.

i would make it harder to report people and have more thorough investigations into the reports-also i would have people w/ better senses of humor on to q/a b/c some of these people have NONE!
