I mean if you can walk on the street at 4 o'clock in the morning, and a bit sloshed.
I've heard about boys asking about sex and shouting for help, the the police takes you, and you have to pay

I am from the US and have been to Russia twice and found it to be very safe. To be honest the crime rate in Russia is actually lower than in the US.
I live in a small town in Georgia and would not walk down the street at 4 in the morning in my town sloshed.
Anytime you visit another country common sense has to come in play. Public drunkenness can get you arrested anywhere. Also, think of your city would you go into some areas at 4am.
If you are going to Russia go with a tour group or hire someone who will help you. You will enjoy yourself a lot more.

A 'slightly sloshed' foreigner walking down the Moscow streets at 4 in the morning is taking big chances... Even if you know Russian, you will have an accent. A foreign co-worker of an acquaintance of mine was recently severly beaten and left for dead (and mugged, of course) around midnight in Odessa, Ukraine... Moscow has more problems than Ukraine with this kind of crime. If you're not Caucasian, your chances of getting attacked are dramatically higher. Have you read the news at all re Moscow? It isn't a particularly 'minority'-friendly city.

To my mind it's not very safe to walk a bit sloshed in every city and country. I think you can survive in Moscow :) Especially if you have some "boozing experience"

P.S. And the girl who wrote about Ukraine has never visited Moscow. I'm sure. Or she was on the outskirts of Moscow (there it can be dangerous)

If by secure you mean safe, I would say somewhat. If you speak Russian and are white and don't look too unusual then you're fine. Otherwise you might get mugged(people will think you're a stupid tourist) or beat up by skin-heads (they don't like anyone who's not white).
