I have beautiful, mature boxwoods ringing my property's perimeter. I want to keep them and want them to thrive. However, they have gotten WAY TOO Tall - some are obscuring the house. Others have a lot of deadwood on the inside. How and when to best trim?

Boxwood is a hearty and defiant planting. The fact that you see deadwood is troublesome. Get yourself a bucket of warm water and add a 1/4 cup of Clorox or brand name bleach per gallon of water. Cut out the dead wood immediately! Dip the pruning shears in the solution between each cut to prevent the spread of disease. Forget what the plant will look like, the removal is more important and can be changed later.
Prune them by electric/gas back as much as you like in the fall. They love it. In the spring, of this year, take care of problems which are showing versus the show of the plant.
In the spring, depending on your location, find a nursery that sells what is called Dormant Oil. Some Call it Spring Oil, Summer Oil, etc. It is applied via a sprayer (hose-end, hand held, etc.) It is a non-chemical which will control numerous insects and diseases. You need to follow the directions as the amount per gallon is minimal but effective. Two applications per year, spring and late summer, are recommended. Fertilize the plants with a 10-10-10 and minerals following either application (granular).
Continue to shape and prune these beautiful plants. They love it and respond to the attention. Put on your new calender the need to inspect the plants the weekend before Haloween for dead wood/growth. Such growth invites the mites, insects, and disease that can kill such a plant.

they Will take a severe pruning. Just prune back to the desired height
