From my understanding, a chlorine bomb does as much damage as a hand grenade. So my guess would be no.

So sorry, but this is not a point scored for the argument that Iraq had WMD.

Only in the broadest sence that the chlorine bomb would be a chemical weapon, and most chemical weapons are classed as WMDs.

But by that argument, mustard gas would also be a WMD.
And if we go that route, then WMD becomes meaningless as a designation.
