All banks in the Netherlands must be registered at the Dutch Central Bank De Nederlandse Band (www.dnb.nl). It is not registered as a bank.
I found a life insurance company called Falcon Leven in Amsterdam. But it's address is at Hoofddorp. It it is registered at the Chamber of commerce in Amsterdam.

The address you mentioned is not in Amsterdam. It must be Hoptille 170. I searched that address and it seems it sends spam and runs a scam: http://malaysia.answers.yahoo.com/question/index?qid=20070312115536AAklkBU
