It depends on the 25 man roster. The most common number is 7 in the bullpen (and 5 starters) however, sometimes it changes by 1 in either direction. The most common formula is 13 batters and 12 pitchers (5 starters and 7 bullpen guys).

As many as they want, keeping in mind that there is a 25 man limit to your roster. Teams would be considered pitching heavy if they have more than 6 pitchers in their bullpen. Remember that you need backups for your 8 position players also.

In theory, they could have 16 guys - basically, everyone on the roster except the 9 starters. In practice, teams generally have 6 or 7 guys in the 'pen. In September, when rosters expand from 25 to 40 players, you might see as many as a dozen guys out there.
