How can I find out when a new business (retail/restaurant/bar) will be opening up in a neighborhood. I run a small business and would like to advertise my services to them BEFORE they open up shop. (Before the building is even built would be nice)

get some inside info from people at city hall or the health department.
check out your state's secretary of state website and see if they list business licenses.
start going to local planning and zoning meetings... they usually know when new businesses are coming into town.

I would check out your city's business licensing division or a realtor that specializes in commercial accounts.
