The "smoke" will go up the stack of the power plant producing the electricity being supplied to the railroad.
But, due to environmental concerns, the air pollution control devices on the stack will prevent the actual smoke from entering the environment, as none is being produced.

electric train may not necessarily generate smoke unless its on fire...well...in that case..regardless of whatever train it might be or whichever direction it was travelling...the smoke always goes UP! towards the sky...at an angle that is directly proportional to the speed of the train and always trailing behind the train..because the smoke is not propelled by any device.
