it depends how you look at it

as a emcee biggie was superior not doubt

as a rapper in a whole its a lot harder to tell and becomes more about opion then actual talent.

see biggie was a beast when it came to freestyling and battling, he could set everybody in the imediate area on fire.
when it came to his songs, they came with the same fire he had when he battled or freestyled, but biggie had a short career and actually only dropped 2 albums.
pac's freestyles werent bad or good they were just kind of in the middle leaning toward bad, but not that bad. From a lyrical stand point his lyrics never really came with the same fire that other rappers such as RZA,GZA,inspecta deck, ghost face killah, big l and big pun had, however his lyrics were poetic and unlike most other rappers songs had a extremly strong meaning and it almost seemed that pac wanted to spread a message or voice his opion through a song then drop a lyrically banging song. while biggie rapped more about the negative aspects of life on the street and what you gotta do to get by, pac rapped about the problems on the street and how to overcome them.

in bobs opinion bob likes pac better, however bob feels that big was the superior rapper.

I liked both of them. But I like Biggie better than Tupac. I've always like East Coast music better than West Coast music. Maybe because I'm from the East Coast.
