When does George Washington Univeristy send out regular decision acceptance letters?

Late. Like March 20th.

What I would do is wait until Tuesday and if you haven't gotten your letter, call their admissions office and see if they messed up your application (they did that with mine). If they do they can fix it and give you an answer, if not they can tell you the answer over the phone.

P.S. Don't go to GW. It is a good school but it doesn't treat it's students as well as most schools do.
