He was played by:
Ryan Hurst I've included a link to wikipedia so you can check out info on him. He also played in CSI Miami. His boss was David Caruso.

i don't think you watched the whole show. the murderer was a woman, the wife of the person you are thinking about-his name is jeff perry, and he has been in a lot of cop shows. he was police inspector Harvey Leek on the Don Johnson police show Nash Bridges
