hey im a senior in high school. im waiting for my letters and im pretty nervous. im not sure whether they do that or not, they say they don't but you don't know for sure. if you don't ahve the minimum requirement for gpa and sat score then they throw you out. the higher your sat and gpa, they more they will care about your essay and other stuff. so in a sense yes, they will look at the higher grades first and admit those first before the low scores.

My understanding is that the admissions committee will basically make three piles, admitted, maybes, and rejected, based on your GPA and SAT scores. Then they will examine the borderline applicants more carefully by reviewing their other qualifications such as personal statements and extra curricular activities. At least that's what I heard they do. I never actually sat in any of the meetings.
