My transfers rate just about 170 and around that but people with the same exact internet get aroind 300-400kbps or even more. Some get close to 500kbps. What could be slowing it down?

I used to have the same type of problem Before. I'm pretty sure that your computer processor is not fast enough. Or you don't have enough memory installed on your computer. I will also recommend you to delete all the temporary files. In order to do that, You need to click on Start- then All programs- then Accessories - Then system Tools and Then Disk Cleanup. I'm positive that the problem is coming from the computer not the internet setting. I hope that will help.

Maybe adware? I always run spybot when my computer acts too slow. Also, are you de-fragmenting the hard drive every 2 months or so?

It could be your computer, if you have an older computer, it's less likely to run as fast as others.
