Actually, they can but the question is, will they? They can add stipulations to the trade agreements that force humanitarian and environmental regulations. They can stop trading with countries who ignore them. That would tend to even things out a bit.

Also there are policies in effect now that make it more attractive for companies to leave our shores that could be changed. China is pirating our goods and playing with the value of their money. Perhaps we should have tariffs to make up for the trade deficits these practices cause.

Not really,

The public has more resources to fight outsourcing than the government has.

People can just stop buying imported products.

People can stop buying products from American companies that outsource.

Most people seem to forget that the US is the number one exporter in the world.

While we are importing more than ever now, we are also exporting more than ever now.

Any laws that would actually have an impact on outsourcing, would also have an impact on exports, as the countries that those outsourced factories are in, adjusted their own tariffs to counter the new US tariffs.

The US cannot make other countries follow specific environmental or labor laws, anymore than Europe can make America follow their environmental and labor laws.

Yes. Give tax breaks to those companies that stay at home for help, and raise taxes on ones than outsource. That way everything blances out and they have a reason to stay in the states. Simple I know, but it could work.

Outsourcing is important for people who like cheap buys at places like Wal-Mart etc. The market (you) determines who & what is being outsourced.

What makes you think the government should do anything about it? It's up to YOU to protect YOUR future. If you take on this "Entitlement" mentality and think the government is going to protect you, you're going to be sorely disappointed.

It's up to YOU to secure your future. Depending on the Government is like depending on a rock to save you from drowning.

They can -- because Congress can regulate any foreign commercial activity, or any interstate commercial activity. And even most in-state commercial activities.

But should they, in a country that claims to support free market capitalism? It's not capitalism if the government is telling business what they can and cannot do.

Stop taxing the employers so much. If the US was a country with more incentives to business, we would attract more companies, not push them away.
