Im not sure if i understand your question, but most internal components only have one female plug for power. UPS's dont often fail.

You would need a special PC with 2 AC inputs. This is usually only available on high end servers with dual power supplies.
The issue is that you cannot simply connect the 2 AC inputs in parallel. This is extremely dangerous and the sparks would be flying. It takes something called a transfer switch to connect to AC power sources together. (such as http://www.pulizzi.com/store/products/products.cfm?page_id=4)
It is possible to get a single UPS with dual power inputs as well, but this is not the same as two separate UPSs. You could have 2 separate UPS systems and plug your transfer switch into both of them, and then your PC into the transfer switch, which would give you the redundancy you want. This would probably be the best solution if your PC has a single power input.

No you can't connect 2 UPS in parallel (even without the computer), as both the UPS output is 50Hz AC current, you'll get a short circuit after 0.02 seconds and fry their fuses.
However, you can use 2 UPS, one to power the PC and the other UPS to power the monitor.
Another solution is the 2 UPS in a serial circuit, the first UPS to power both the monitor and the second UPS, and the second UPS to power the PC only.

The object of a ups is the allow you to shut down the computer gracefully in a power failure crisis. Its not ment to continue to run your pc. By powering down your computer gracefully, you run less risk of corrupting the data. There is no real logical reason to link two together.

How are you going to plug one computer into 2 devices? Last I looked, PC's only had one power cable to the AC outlet.

UPS can only keep the computer running for up to pre-defined time (in minutes), so you can finish up your document. It doesn't made to replace the home power. So to your answer, yes, you can, just chain connecting them.

if you have an issue with one UPS failing
then you have the wrong UPS
and if you data is that mission critical
then you have the wrong UPS
no you can't do it paralell, unless you somehow device some sort of transfer switch to detect voltage present/ not present and switch to the apporpiate UPS, otherwsie you risk a backfeed from both of the UPS and fry your computer
