I have a friend who is going to a spring training game and I want to get a happy birthday announcement on the jumbotron. Do I talk to the home team about this or the city or ball park. Any ideas? Thank you in advance.

My friend is actually in charge of the jumbotron at Dodger Stadium. He is not affiliated with the team - if you wanted a message on his board (figuratively speaking), you would talk to the franchise's home office. It's usually the program coordinator / video-feeder that's in charge of this board. So guess, to answer your question, it would be the offices of the ball park.
