Nero CD/DVD burning software has a cover editor built in to the software, its pretty good especially if youve designed it in photoshop before hand. Also DTP packages like Quark, or my prog of choice, Adobe InDesign have CD cover templates to use.

i think in some computers it has a program that lets you design cd covers or some stores might sell programs that you can install into your computer.
