I live in Houston and the rodeo is a HUGE deal so we went twice this week but we don't know anything about bull riding or bronco riding. We noticed the strap tied around the animals lower torso and how it was pulled off after the rider jumped off... what is it meant for? Is it a training tool to let the animal know how it is supposed to act?

It's the flank strap or buck strap. This goes across some sensitive areas of the animal and causes them to attempt to kick off the strap (thus giving a kicking buck) because it is cinched down VERY tight. Once the strap is loosened and falls off the animal they will calm down and run out of the arena.

It's for the rider to hold on to while the animal is bucking.
