I loveeeeeeeeee this question. I do believe in manners period - and notwithstanding - manners at the dinner table. These are the ones I learned as a child.
1) wash your hands before you come to the table.
2) Greet the people you are eating with.
3) Place your napkin in your lap.
Pass serving dishes to your left. SAY GRACE!!!! (I never eat before I bless the food and hands who prepared it)
4) Eat with the right utensils (salad fork for salad, , etc.)
5) Chew with your mouth closed. (don't try to talk with food in your mouth)
6) Don't take sips of water or liquid between bites. Either drink all before or after - unless you are choking.
7) Elbows do not belong on the table
8) Engage in conversation and look at the people you talk to - when you can.
9) Eat what's on your plate. (This is a sticky one - because if you have access to place food on your plate - you should only get what you can eat - some eyes are bigger than stomachs...on the other hand - if you are served and someone puts liver on your plate and you CAN'T STAND LIVER, then....hey - I'm with you. I can't eat that. If you see it coming, you can say, 'thank you, but I'll passon the meat - you can use any reasonable excuse as long as you are not intentionally trying to hurt your host. I have said things like (I am allergic....blah..blah, or I have never developed a taste for.....)
10). Arrange your plates, bowls, silverwear neatly together when you are finished and fold your napkin and place on the side.
11) Excuse yourself from the table - just don't get up.
12) Thank your host (even if it's your mother) and let them know what 'speciality' hit the spot for you.
13) In my house - nobody got up until dessert was served.
14) If at a restaurant - leave your 10-14% tip. Thank your server and smile when you leave.
15) If you are home - DO THE DISHES. In my house that included - wash and put away all the dishes, wiping off the table and place mats, stove, refrigerator, sweep and mop floor, fold and put away dish towels neatly, feed the dog and turn off the kitchen lights. Good night.

Depends on what you would call manners.
Actually, as a southern gentleman, brought up when manners still meant something, yes, I do have table manners. My Grandmother taught them to me with a switch. . .
