No because technically they're still wearing a form of green. However if for example you pinch someone and they're wearing green you will receive either a year of bad luck or someone can pinch you.

Ok, so I'm kind of a rebel, but I think this tradition is totally childish and stupid. For some people it seems to be license to hurt somebody. I make it a point NOT to wear green on St. Patrick's day. I'll wear blue, black, red.... any color except any variation of green. If anybody pinches me, I'll probably deck them.

While traditionally the color is more of a kelly green, the saying is "wear green". So I would think not. When I was a kid, if you forgot to wear green that day, we used to just pick a leaf off of a shrub and pin it to our shirt or tuck a sprig of foliage in our hair or behind our ear.
