Like others it depends on the guy. If it is the guy I am dating I expect him to pay me his fullest attention but obviousy, I would be very angry if he looked in the same way at any other girls.
If it is some guy who I fancy I am also flattered and turned on by the thought he thinks I am so attractive. I have been eyed up by some guys on when going about my usual dairly life and we have got it together and had some good times. It is nice though if a guy follows up his interest with words (when I will usually give a polite response), guys who just strare are scary.
When I am stared at by guys I do not fancy I feel sick and sometimes scared. I sometimes confront them or if I am with a boyfriend when it happens I ask him to have a word. No girl should have to suffer unwelcome attention from a letch

Honestly, It depends. If my fiance does, It feels good. It makes me feel beautiful and wanted. If a random guy on the street does it, it's kind of rude. It says that "I am attractive enough to be drooled over, but not worth enough to be respected". Instead of starring at some girls body, open a door for her. She will really appreciate it, think you're a good guy, and feel respected!!!
