whrn it is cold out side the sun should not come out side becaues it just should not?

Depends on the season , suns position and angle to your location on Earth.The sun is always hot regardless of the temperature here.

Do you mean why is space around the Sun cold? Or why the Earth is cold in places?
When you are outside on Earth, any heat that you feel isn't the heat that the Sun produces. The Sun is too far away for that. It is another kind of energy from the Sun, making atoms around you excited, which makes them vibrate. As they vibrate, they bang into each other, which produces the heat that you feel.
Space is cold because there are no atoms, or very few, so they don't bang into each other, and no heat is produced. The heat that the Sun itself produces from burning gases can't spread far for the same reason - heat needs atoms to travel.

The sun is always hot. Temperature on Earth has to do with the amount of direct rays we receive from the sun among other things. That's why we have seasons.
