If you have read just about ANY of the HP books, you will know that Hermione always has to tell Ron and Harry that no one can apparate on Hogwarts grounds. it's in Hogwarts, a History. But, in book 2, it seems that Dobby can is apparating when he snaps his fingers and i guess that Dumbledore might also be an exception to the rule.

apparently No one can apparate in and out of Hogwarts but as we have already been told, Dumbledore can lift the enchantment when he needs to. Although it hasn't actually been stated in the book, I would assume that Dobby's "contract" with Dumbledore allows him to apparate (it says in Goblet of Fire that house-elves have their own brand of magic) as he seems to be the only one to do so within the walls.
The ghosts and the people in the pictures are the only ones who can magically travel around Hogwarts as far as we know.

Although Hogwarts is bewitched so no one can Apparate on school grounds, Dumbledore easily can change that and Apparate. Also every year he takes it off for an hour so the students can practice Apparation. Also Dobby seemed to have no problem disappearing in the 2nd book, I think.

Now to name the others:
Though of course if Dobby can (which he can) then all of the House Elves can, so that also includes Kretcher (who we've also witnessed) and Winky (the only other two named Hogwarts House Elves we know).
The Ghosts are of course are able to get around in a magical fashion, being able to go through walls and the like.
Peeves as a Poltegist (sp?) is able to get around even more magically then the ghosts, he is able to seemingly apparate himself (in HBP following Kretcher's and Dobby's fight) he's also able to go through walls like Ghosts but unlike Ghosts he is able to physically touch things.
Fawkes is also able to get around magically he even helps Dumbledore escape (for want of a better word) the castle in OotP.

No one can. Remember what Hermione keeps reminding Ron and Harry, in Hogwarts a History it says that no one can apparate on Hogwarts grounds. Do you read the books?!?! GOD! lol

Nobody it says so in Hogwarts a History. In HpPOA veryone thinks Sirius is apparating into Hogwarts until Hermione tells them right

Nobody can apparate in or around Hogwarts...but I think Peeves can magically travel around...Whenever he's encountered in the books, he's always floating or hovering.

No one can....Hogwarts has magical barriers to prevent anyone to get in or around the school via magic/apparation.

If you mean -- one second he/she is in one place, the next second in another -- then I'd have to say Dobby (he disappears with a loud cracking sound) and Hermione in book 3 (with the help of the time turner). the ghosts and peeves can move through walls and stuff but still have to physically travel from one place to another.
