This is to protect from abuse in the workplace. In the early part of the century, minors were expected to work and work long hours in bad conditions.
Some jobs are in place that minors can do. Minors in this instance I mean late grade school/early high school. Delivering newspapers, babysitting, dog walking, etc. etc. Some of these jobs can be done in the summer when school is out or after school but only for a certain amount of time.
Check with your local labor board. They can tell you what the age limit is for minors to work and the requirements.

Cleaning, kitchenwork, packing, running errands, gardening, babysitting, newspaper delivery are some of the jobs available. These jobs will be posted in local newspapers and billboards. Many businesses hesitate to employ minors because of the legal restrictions on working hours and documentation required. A better option is to work from home on your computer-write articles, sell on eBay,make a website, take surveys. In some cases, you may have to set up an account in your parents or guardians name, and ask them to pay you, after they get the money for your work. At the turn of the last century it was not uncommon at all for kids to work. Then child labor laws came in to effect to protect children from the abuses of the workplace.

Yea it sometimes seems unfair. I found this website that is available to minors aged 13+ that can make you some cash on the side.
Check out my website, detailing the usage of it:
