You need to register your business
Start at the State's business web page:

You may need to obtain a special commercial Drivers License; and get special insurance and registration for your vehicles.

"Taxi (Code 13) -- Includes all motor vehicles used for transportation of passengers for hire, excluding school buses, omnibuses and limousine vehicles where the maximum number of passengers is six.
Plates: Used for taxis or displays the word "Omnibus"
Special conditions: The applicant must present an original letter of authorization from the local municipality where the vehicle will be operated"
