I've heard about the 30 push ups during a commercial before but it might not be the best thing for you. During sports events (such as the NCAA tournament we have going on right now) they'll commonly cut into commercials constantly when a team calls a lot of time-outs towards the end of the game. But sure, this would be like the strenuous part of a swimming workout but it could be overkill while you're out of the pool.

Some other things I'd suggest are skips. Go as high as you possibly can for a set amount of distance. Then, if you have weights that you can use, you can tie them to your ankle and do leg raises with weights. But this is of course for when you do have access to such things as you said you wouldn't have access to equipment all the time (whether it's proper equipment I'm not sure but I've improvised so many things you'd be in shock if you knew what I've used before).

There really is no off-season in swimming. If you are not near a pool, swimming across the lake mimicking your workouts would probably be a good start. Running, pushups, sit-ups, medicine balls, climbing ropes, and generally anything you can do to build muscle groups related to swimming would also be something to consider.

Might I suggest some sort of "soft form" martial art? While it may seem totally unrelated, you will be surprised at how each activity (swimming x martial art) complements the other. It'll help you have that extra edge so that you can compete with all the other swimmers on steroids :)
